I think what the attorney was saying was if the FBI was believing the documents were classified, why were they allowing people without the proper security clearance review them.One point the article makes is Trump is arguing that he declassified all these documents. But his attorneys are saying someone with top secret clearance is required to review them. If they were declassified, anyone should be able to see them.
