The government did not outlaw landlines. They are still available. The free market chose to go wireless. There is no comparison.

After a heated debate in the wireless industry, CDMA was adopted as a 2G standard in North America with Qualcomm's patents incorporated.
I knew the QUALCOMM team that travelled all over the world especially third world countries like Vietnam, Malaysia, and Brazil to demo how cellular could give instant phone communication without the land line infrastructure needed to a country.
