He very clearly implied that the blood of these brave Marines
is on the hands of Congress due to the effects of sequestration.

In reality, the comments were not made together, as the reader would be led to believe if they only read what was written in your link. In reality, the comments were made in two different parts of his speech. It isn't unusual for politicians to take a moment to comment on a tragedy at the beginning of a speech, nor is it unusual for them to tie it in to what they had originally planned to discuss. The outrage just isn't there for me in this situation. Harry Reid is capable of saying stupid things, but I think doesn't rise to the same level.
