Here's what the email says. I won't mention a company because I don't want to get anyone in trouble but I'll retype it word for word.
Cobb County has informed us that they are requiring in addition to the EEV, actual background checks for your guys on site. It's a part of their contract this is normally looked over, but due to some issues on projects of theirs over the summer, they are starting to enforce it. It needs to cover GCIC and NCIC (Georgia and National). *** has suggested just find the cheapest one possible online that covers these, or some people have even been able to go to their local police station for it (about $20.00/person, I know Cobb does it). You just need to send in a couple of the employee's background checks to me (an approximate number of checks for the number of guys on site; IF SOME OF THE GUYS WON'T CHECK OUT, THE BACKGROUND CHECKS DON'T HAVE TO BE THE ACTUAL GUYS THAT WILL BE WORKING THERE). Please call me if you have any questions. 404-***-****.
The stuff I typed in caps wasn't like that in the email, I can't believe someone would put that in writing.
