I didn't see that. The change I saw was that they will not vote on the first ballot unless there is a clear winner with 50% plus 1 vote by the pledged delegates. The likelihood of that with a broad field is slim. Superdelegates make up 16% of the delegates and would likely be the deciding factor on a second vote where every delegate is released from their pledge. The party will still be in control without a clear winner going into the convention, but the states will be in control on the first ballot.

Many superdelegates were angered by the move, and they point out that they are not pledged. However, while they claim to be independent thinkers, they know which side their toast is buttered on. DNC picks the winner on a second ballot.
