Depends on the height. Max hover elevation is about 10K ft. They could reach 20K with a turbine model, but not hover.
Now if they could get a shotgun mounted on a plane and put in a few leaks that drop it slowly, then they might be able to swing by and catch it on the way down. But I suspect that any hole would end up deflating it enough that it rockets to earth sooner than later, unless it has a lot of reserve lift.

Just my opinion, but it appears that Biden was slow to respond to this, and only did after he was catching heat about it. And that is pretty typical for him.
I think the was we handled this made us look weak. And I suspect part of the reason for the balloon was to test us. We probably failed that test.
