He's blaming Trump because NY lost a House seat and is threatening legal action to get it back. He doesn't like the count because the district was lost for being 89 under the minimum population to keep it. He wants a recount. I find that ironic.

Losing House seats in NY is nothing new. Since 1950, NY has lost House seats with every census count since. They held seats in 1950 and now and down to 27 in 2010. When good hard working people get tired of paying high taxes, they generally move. I guess Democratic politicians in NY don't get that.
When New York State lost a seat in Congress on Monday it was apportionment that forced the change. Apportionment is the process of distributing 435 seats in the House of Representatives among the 50 states based on population counts.
