The Navy lost face in a case they should have never brought to a courts-martial. Gallagher was found not guilty of all charges except for taking a picture with a corpse. Funny how none of the other SEALs in that picture were charged with taking a picture with a corpse. The penalty imposed for the picture was a reduction in rank from pay grade E-7 to E-6. That reduces the amount of his pay while he's still in and when he retires. Apparently the Navy is still going after him, by refusing to let him retire. The Navy is pissed because they embarrassed themselves with the courts-martial.
Prior to the courts-martial, the Navy held him in solidarity confinement. Trump stepped in and had the Navy remove him from that so he could better prepare for his defense. I won't be surprised if Trump steps in again and gives Gallagher a pardon for the photo conviction and force the Navy to restore his pay grade back to E-7 and let him retire.
If you're wondering why the Navy can stop you from retiring; it's because they still have him under investigation. Investigation for what? Nobody seems to know.
