Not the same pecentage. I think Pre-K gets 1/3rd of the money. I seem to recall reading in the last few days that they may choose to stop the expansion of pre-k which I took to mean keeping the numers where they are and not increase them. I will have to try and find the info again.
 
Not expanding is different than cutting back. Either way I'm actually surprised since everything I've been hearing says the lottery has been seeing good numbers. I'm just glad the politicians can't touch the money without constitutional amendment. I do agree that Hope is too easy to get. I'm not sure that SAT scores are the answer but maybe a higher GPA. I admit that I am not familiar with the initial requirements or the maintenance requirements.
