Good thing or bad?

I think it's a good idea. One reason it is taking so long for a case to make it before this court is because it serves such a heavily populated district. The article stated 20% of the population resides within the 9th's jurisdiction. Perhaps if another appellate court were created, the time it takes to hear an appeal will decrease significantly.
