Not actually doing it but Trump should make them think he'll do it. Not a bad idea to hopefully prevent it in the future the next time the Dems are in charge.

Changing the size of the SCOTUS can only be done my congress, and I don't see that happening right now with the Dems in-control of the House.

It would have to be a combined effort between Trump and the republican members of congress to put it forward in order to get the Dems to vote against it. It would get them on record as being against it. Granted, I guess what they say today would mean nothing in the future.
