In all seriousness, I blame every past administration for the lack of preparedness. Does anyone truly believe "we're prepared" for any other type of attack? Current evidence leads me to believe not.

Well our government is actively keeping the people and companies of this country from responding to this emergency, I would expect no less in an intentional attack.
