Well, you have to stop and look at the circumstances. The dems were getting ready for the 'Red Wave', not knowing what to expect. Politics dictates that they need to put forth your best bet to win re-election, rather than spending a lot of money to save a vacant seat. As it is now they can concentrate their efforts to replace a heroic leader, rather than to beat a republican. Martyrdom is a valuable weapon, just like when they replaced John Lewis. I don't really know much about North East politicians unless they are loud and pompous where the Media covers them, or they say stupid things so social media covers them...
