A long story short, the Office of the Sheriff is a State Constitutional Office and must be elected by the citizens of that County. A County Police Chief is appointed by the County BOC and serves the BOC, at their leasure, not the citizens of the County.
There are some functions that only the SO can do as required by the state constitution and there are functions the Sheriff can deligate to the PD, usually because the BOC cuts the SO's budget to the point that they have no choice. The SO can provide all LEO duties without a County PD, but a PD cannot function without the Sheriff.
Until the late 80's or early 90's, a County could form a PD without citizen approval. Henry County was the last one done that way. But now it must be approved by citizen vote before a County PD can be formed by a BOC.

Old Sheriff Kermit Sanders, in the late 50's as I was told, hired 2 patrolmen to work Cobb County traffic and we haven't been able to get rid of them since :'(
