Unfortunately, people like this and Rush Limbaugh turn the issue black and white when it isn't. For example, the collective builds schools for the children. I have no kids, but I'm expected to help fund the school anyway. On the other hand, I can't tell a kid who is running around in a restaurant and crashes into my table to get himself under control (true story and very angry mother).

The answer belongs in that mushy gray area in the middle. We all need to look out for each others' kids to some extent. However, there is a blurry line between "collective" and "parent responsibility". There are some areas into which a non-parent should not intrude. There are also times the collective should say, "You are not a suitable parent for this child" and take the child away from the parent.

Short answer: Rush and this woman are extremists trying to make it black and white so they can get attention. The real world is gray and sometimes doesn't have clear cut answers.
