It is impossible to know for sure from the information we have to date. The first "certificate" was not proof of citizenship, and the second was electronically generated. The electronic generation of the image is not proof of a forgery, but it adds suspicion. A certified photograph of the registry in the official book, taken with witnesses present, would end all questions.
My personal feeling is that he was born in Hawaii, but he has used his "dual" citizenship to his advantage. I believe that he registered in college as a foreign minority to receive a scholarship.

If Barack Obama, Sr., is his father, then YES, I do believe he is a natural-born citizen according to the guidelines set forth in the Constitution (see https://en.wikipedia.org/wiki/United_States_nationality_law#Birth_abroad_to_one_United_States_citizen ). That is assuming Stanley Ann did not travel to Kenya to give birth. If she gave birth in Kenya, then my answer would be NO.
If Frank Marshall Davis is his father, as many have suggested, then YES, he is a natural-born citizen.
