Hearing on 3.5 million bond 10/28/13

Everyone that wants to needs to attend this meeting. If you don't want to participate, don't go. Monday 10/28/13, 9:00am.

According to state and federal laws, any Government Offered (GO) bonds MUST be validated by a Superior Court Judge and the public MUST be notified of the hearing. Well, there is a “validation hearing” Monday morning at the Watson Government Complex on the $3.5 million in bonds the Paulding County BOC approved for the Paulding County Airport (Silver Comet Field) Expansion project this past week. The notice for the October 28, 2013, hearing was published in the Dallas New Era as required by law this past week. But how many people get the New Era anymore and how many even know what the hearing will involve? For those who don't get the paper and those who don't know about "validation hearings".

This is one that I actually would like to go to, if for no other reason than to hear what they say while asking for validation. Of course it ends up being when I can't go, though. I will for sure be looking for reports of what is (or isn't) said then.

Not much to update but the bond approval has been legally challenged. County attorney has to have a response to the motion by Friday. A whole plethora of legal maneuvers will follow.
 
Of course there are, lawyers gotta suck their cut out of the honey pot. But I'll bet ALL of GD's money it passes anyway.

It probably will, but a whole lot has been put out there from how this was done to elected offiials saying the people have no say in this, it's a done deal. No it's not, and now it appears not only did they make 1/4 of the voters angry there are legal challenges as to the authorization and use of the bond.

Perhaps the delays will allow some time for them to actually find an airline that might be interested in flying out of Paulding Airport and maybe a manufacturing company that might be interested in having a business in a federally secured area. I'm thinking there might be a few jobs, sort of like the movie studio but I don't think many of them will be for Paulding County folks.

So you can thank a few people, I think Blake said there were 10, that are trying to keep every taxpayer from being stuck with paying off another expensive bond.

Everyone needs to realize without an airline and or a manufacturing company coming in, Paulding residents will be stuck holding the bag, again. They have no contracts with either of these, none, zip, zilch. Right now it's still just an expensive dream.

Just because a elected official tells you something doesn't mean it's really true.

Why? I would think that there are many qualified people here that would love not making the commute to Atlanta.

Another question, do they not have to wait on the FAA's go ahead before they can sign contracts with any airlines and/or manufacturing companies coming to the airport?

I was asking you because it was your opinion that jobs would not be for Paulding peeps, and that by delaying the bond maybe they could get some things in place. I would love for them to have them in place prior to approval, but I did not think that was possible, but since you mentioned it I thought I would ask.

P.S. I do have someone asking Mr. Austin about it too. :)
 
I'm in Cobb so I don't have a horse in this race, I'm just basing my opinion from previous local political issues. With something as large as this issue, usually by the time the peeps get a say the deals have already been done and the rest is just formalities. I could be wrong.

I fully expect the judge to rule in favor of the BOC's decision - that is likely a formality. I'm just wondering if there were any more questions answered.
 
...In Monday's motion to intervene in the bond issue for the taxiway work, Wilkins and Avery claim the bond proposal "is not not sound, feasible and reasonable," that the process the airport authority used to approve it was illegal and that it is improper for the county to pay for part of the project when "the real beneficiary" is a private entity -- Silver Comet.

The pair, represented by Atlanta attorney Charles McKnight, also say the airport authority did not comply with open meetings law because minutes of certain meetings do not list reasons for closing parts of them to the public -- as reported by the Atlanta Journal-Constitution earlier this month.

That, they contend, means certain actions of the airport authority are not binding under state code, and should result in the court denying approval of the bonds.

Outside the courtoom, Paulding airport director Blake Swafford said: "The airport authority is issuing bonds for work on the airport, so I don't think you could have anything more appropriate."

If the bonds don't go through, "we'll have to set up alternate funding," Swafford said. "We'll continue to move forward."...
 
Ok, I am a little confused. Are we paying for the bonds or passing them and FAA reimburses us? Smith states he will make the payments until FAA reimbursement so what exactly are we paying for? To clarify, is it costing us? (I can see it will if the FAA does not approve this, but if they do, is it?)
