So... they could declare any communicable disease such as AIDS, VD, or the common cold an "epidemic" and start locking people up? In fact, you don't have to have had it, just be reported has having been in contact with someone who has it.

No, I don't think so. This is *way* too vague and WAY to open to abuse.

Get an Anti Gay Governor in office? Start locking them up for having AIDs, or knowing someone who has AIDS.

At best, this one needs to be a specific law for each case with an expiration date build in.
