What is ISIS-K, the terrorist group tied to Moscow concert hall attack and 2021 Abbey Gate bombing?

Just a wild guess but I’m going with them being a three letter agency backed group but what do I know.
 
It's ISIS-Khorasan Province. The Khorasan Province was a part of eastern Persia. The group conducted several attacks in Afghanistan and Pakistan. They are the group responsible for the suicide bombing that killed 13 American soldiers during the withdrawal from Afghanistan. They have been active since around 2016 when they were responsible for double bombings that killed 97 Hazara protestors in Kabul.

especially when you compare his motivation to that of Taliban Joe's
