Purely political, but he's forced to do something even if it has no teeth. It's a local and state issue unless he wants to set minimal federal guidelines but that would still be executed at the local and state level.

I agree, this is political. Remember when Clinton signed into law the bill that made it a federal offense to kill a police officer anywhere in this country? Not one single cop-killer has ever been tried under that law. They were all tried in local courts.
