I saw a report awhile back that claimed the benefits of such a plan would outweigh the cost. Of course, that counts on everything going to plan, which doesn't happen with government programs.This would be a bad for businesses and it would lead to discrimination against childbearing aged women entering the work place or those looking for new employment opportunities.
I see this hurting small businesses. Paying somebody for six weeks to be away from work and then paying somebody else to work in that person's place can be expensive for small business owners. Even paying somebody for being away that long and dividing their workload among other employees can cost you. I have to remain skeptical until I see more data.
But as to your remark; I'm not so sure. There is another side to that which could actually be an advantage to business. It could level the playing field for smaller business that can't afford big company benefits, and allow them to hire better people in some cases. It could also help to close the wage gap for women.
But as we here all know; even if the plan will pay for itself or be paid out of supposed savings; the next congress will spend that on top of what we already can't afford.

I will research claims that such a benefit outweighs the cost, but I will not take any Democrat's word on it, as they claim how wonderful national health care plans are in other countries.
