Manage the daily operations of the county human resources office to ensure efficient and effective provision of services; consults with and advises elected officials, department heads and employees regarding personnel issues; processes and/or investigates employee grievances, allegations, and complaints; recommends disciplinary actions as required; prepares employee disciplinary actions; ensures compliance with state and federal laws and regulations; responds to inquiries and reviews requests concerning employee rights; serves as liaison to the Civil Service Board.



Administers the job classification and compensation plan, including performance appraisals and annual raises; ensures compliance with personnel policies and employment laws; receives and reviews requests for pay increases and new positions and discusses with Board Chair and Comptroller as necessary.



Coordinates benefits programs, including medical, dental, life, disability, retirement, savings, leave, Employee Assistance, and employee discount programs; processes benefits enrollments and changes.



Knowledge required: federal and state employment laws, human resources management principles, practices and procedures including those related to benefits management, employee compensation, performance management, and employee relations. Required skills: problem analysis/solution development and implementation; supervising, planning, organizing, coordinating the work of personnel; computer applications; interpersonal and public relations; oral and written communications.
