The city needs to get tough with these destructive little assholes. If I were in charge, I'd have the fire department assist the PD by bringing one of their water tankers to the riot. Drag that 2.5" hose out at the point of a riot formation and start hosing them down. I saw how effective this tactic was when we used it on the Cubans who were rioting at the internment facility at Fort Chaffee in 1980. Each time they rioted, we did this and the riot would be over in 5 minutes. We would see people fly ten feet backwards when hit in the chest with the water at 25 yards away. Too bad someone like me isn't in charge in Portland.
