Sounds to me as if some of the school board members already wanted War Horse before they let the students go through the motions of selecting a mascot.

It is like when they put out calendar choices and pick what they want anyway. :whistle

I believe this all can be done because they ask you what you want, what is your preference? It is not written that they will go with what you want. They will look at it take it under consideration and choose what they want/like.
