I agree, war had been declared and casualties already taken. Saying that, I really don't think it makes a lot of difference now because the little rogue nation isn't going to respond positively to civil diplomacy or even verbal threats. So, it would have been ok if the remarks had been on a teleprompter? The thug needed to be told and he was....by a man with backbone, not someone reading a script.

It would have been OK if he had carefully considered and discussed a critical piece of national defense policy with his advisers before issuing a schoolyard challenge to a madman.
