Rider Lawnmower Repair - Recommendations

We have a Craftsman Rider mower in our backyard. It hasn't worked in a couple of years. I don't think it needed much to fix it but we got lazy and just never did anything. SOOO, is there anyone who can come out here and look at it, tell me what it needs? I either want to fix it or junk it.

Was it working before? We I moved over a couple of years ago my John Deere rider sat covered up out by the shed. I just gave it some TLC by charging the battery, changed the spark plug & oil, dumped the old gas out of the tank, and used some carb cleaner. It fired right up and still going strong

We'll try then. Hubster said it sounded as if it was "binding" and just wouldn't start.
