The one lady whose husband was laid off from Harley Davidson said she pays $8k a year in property taxes and she's a probation officer? Either property taxes are overinflated in WI or she's making a boatload of money from the state. Perhaps she's taking lots of money bribes.
What she failed to understand about Harley Davidson (any manufacturing business for that matter) is when companies are having problems maintaining profits, they often lay people off. It's not out of the norm for them to give overtime to those they retain as it's cheaper to pay the overtime than it is to not lay people off and have to pay their wages, benefits and associated taxes. Just because a company is working employees overtime does not mean they are doing well.
She obviously has the union mindset that companies should be in business for the sole purpose of providing people jobs.

And when companies running a lot of over-time instead of hiring are usually in pretty bad financial condition. You are correct, it's a lot cheaper to pay over-time then hire.
