What's the point of having a licensing system if you are not going to enforce it?

I wonder if that includes driving a truck without a CDL?

We basically quit servicing The People Republic Of KA here at the office mainly because of increased risks and delays for drivers. We still have a few customers needing freight shipped there but we no longer ship HAZMAT or over-sized shipments to or from there. When we do ship freight there let's just say we make a very nice margin.

People are saying that. Why bother with the DMV, and all that entails, if you in the end don't need it because the city does not care to enforce it?

They make you get insurance... can you do that without a license? Will they do anything if you have no insurance?
