Hey Jerry, if you're so concerned about what your state's constitution mandates the state to fund, why don't you start eliminating spending on those things your state's constitution doesn't mandate funding for? While you're at it, you would find your state would save tons of money if many of your cities quit creating themselves as sanctuaries for illegal immigrants who put a financial strain on your infrastructure and social programs.

One of the best things the US could do right now is kick CA out of the union. Let Mexico have it back.

One of the reasons they are in trouble is because they give benefits of all sorts, education, medical care , and prison space to so many illegals. They might as well turn it over to Mexico. Let them foot the bill! :tapfoot2
