If you want to subscribe to 4G, it will work only on Verizon.

But it will work on any WiFi regardless of whether cellular service is active.

He thinks he needs everything! LOL
He needs it to be able to make presentations (if possible, it has to have the HDMI port) and to check his emails and grade book (school email) during the day. He really has access to wifi at home and at school and I would assume that most places now that the kids meet up for studying have free wifi. So I am guessing he doesn't unless you can think of a reason he would. (He will tell me he does!!) )

It's nice to have, but probably not essential. I think I'd get a hotspot before I'd get a device with G built in. That way you could use it for multiple devices.
